The consensus among policy-makers in the developing world and aid agencies is that a lack of capacity is constraining the development of irrigated agriculture. Although this concern is not new, it is now receiving much attention in the irrigation and drainage world, where it is becoming an issue in its own right rather than being embedded in infrastructure investment projects. In order to address this issue FAO Land and Water Development Division (AGL) organized a one-day workshop , which brought together a range of case studies from different parts of the world in order to demonstrate that capacity development should be central focus of future strategies on irrigation and drainage. This publication contains a synthesis of the workshop as well as three keynote papers prepared for the workshop based on the available literature and experiences. The complete workshop materials, which include several country papers and complementary documents, are included on a CD-ROM that accompanies this document

Усиление дефицита водных ресурсов представляет угрозу для продовольственной безопасности и питания. Это означает, что необходимо принять срочные меры, которые позволят повысить устойчивость водопользования в сельском хозяйстве и обеспечить равноправный доступ к воде. Крупнейшим потребителем пресной воды по-прежнему остается орошаемое земледелие, но из-за увеличения спроса и конкуренции за нее дефицит пресноводных ресурсов нарастает. При этом в богарном земледелии усугубляется проблема изменчивости осадков, которая связана с изменением климата. Эти тенденции обостряют противоречия между водопользователями и усиливают неравенство в доступе к воде. Особенно это сказывается на положении мелких фермеров, сельской бедноты и других уязвимых групп населения. В докладе “Положение дел в области продовольствия и сельского хозяйства – 2020” представлены новые оценки распространенности дефицита воды в орошаемом земледелии и перебоев с водой в богарном земледелии, а также данные о численности населения, которое затрагивают эти проблемы. По этим параметрам выявлены большие различия ситуации в разных странах, а также существенные пространственные вариации внутри стран. Полученные данные послужат основой для обсуждения возможных вмешательств и мер политики, которые страны могут применить в зависимости от характера и масштабов этой проблемы, а также от других факторов, включая тип системы сельскохозяйственного производства, уровень развития страны и ее политическое устройство. На основании этих данных в докладе сформулированы рекомендации по вопросам определения первоочередных мер политики и мероприятий, позволяющих справиться с проблемой нехватки водных ресурсов в сельском хозяйстве и обеспечить эффективный, устойчивый и справедливый доступ к воде.
